Actually looking at Bruce Fraser's values, what instantly leaps out at me is that the neutral patches all perfectly lie on the neutral axis. That's not the case of any ColorChecker I've ever encountered in the real world -- though, to be sure, the quality and consistency of ColorCheckers has been exemplary.
Compare Bruce Fraser's values with those that Bruce Lindbloom has here:
http://www.brucelindbloom.com/index.html?ColorCheckerCalculator.html
Mr. Lindbloom's values are in line with my own personal experiences.
Besides which, no matrix(-style) profile is even theoretically capable of doing what Mr. Lindbloom describes he's doing. For what he describes, you need a LUT profile with many hundreds of samples, the more the better -- ideally with the largest possible gamut and oversampling of critical areas, especially around the neutral axis and any spikes in either illuminant SPD or sensor response.
Cheers,
