I don't think things were systematically color managed in CUPS originally,
and anyway the various apps that feed CUPS were not properly color managed.
Colorsync already exists on my old ca. System 9 Mac systems. For us things
went bad when for some reason the option to work in device space got nixed.
A lot of the stuff we do as members of this list is in device space, or at
least in some sort of intermediary number space. There are ways to do this
in CUPS but for some reason nobody is documenting them. In fact the CUPS
architecture is really hard to figure out.
