Well, the "time" would be the current time when the notification was received, right? Although I suppose it might be off a sample or two from the original trigger time. (In a bad case.)

Well I agree with Brian since it would be better IMHO to had some more time stamping to the notification scheme (allowing to have more liberty in the way to propagate the notification).
I'm thinking of related problems that I encounter with MIDI, while receiving simultaneous NoteOn and NoteOff, with same time stamp...
