thanks, but that's not the problem as far as I can tell. I've got all
that set properly (I triple-checked), and it writes the plist if I
remove all object code (instead of just deleting the component and
relinking). The strange thing is that Plugin.component gets created
just by opening the project, and I can't find any reference to
Plugin.component anywhere in the project! Anyway...I'll keep looking.

Codewarrior does some weird things with targets in OS X. There are
about 4 places (at least for an app) that you need to set your target
paths and they do NOT change relative to each other automatically. Go
to preferences and check VERY CAREFULLY where your destination paths
are. For example, the plist pane of target preferences has a
destination path. Make sure this is set to the correct destination.
