Volume changes from the command line?

I was wondering if there is any way to change system volume from the command line? I have noticed that the system volume changes between logged in vs. logged out. I haven't been able to find any command line utility do do this, and I don't want to use Apple Script since when a user is logged out Apple Scripts have to be run as root.
