The "by-convention" intended usage of the directories differs.
/System is used for pieces that Apple ships with the OS
There are two Library directories that are interesting for 3rd parties...
/Library - if you want your piece found by any user of the system
~/Library - for just a specific user.
I think the "unix-owners" on these directories are slightly different...
