OK, if that is the way it has to be, is there a way to have the control, but
somehow indicate to the user that it is disabled. Most users get frustrated
if they see a control and drag it around, but nothing happens.

Nope, that the way that code works. If there isn't a control then the
meter isn't drawn. I guess they feel it's not worth showing if you
can't do anything about it.
