My personal opinions on the matter:

I very much like the idea of a standard location for presets.
Library/Audio/Plug-Ins/Presets makes sense to me, with Components, VST,
etc. subfolders in there.

I like the idea of the file format simply being a plist dump of the
ClassInfo.

I agree that there will need to be some sort of organization of the preset
files within the presets folder. How about just using the component
bundle name as the name of that AU's presets subfolder (minus the
.component extension)? If subfolders with the Components folder every
become supported, then that could lead to name conflicts, so you could use
something like name-type-subtype-manu, so for example
BufferOverride.component would have presets in
Library/Audio/Plug-Ins/Presets/Components/BufferOverride-aumf-buff-DFX!/
