project builder won't launch in 10.2.4

hi,
i'm new to os x and i've got a problem with project builder.
i've just upgraded from 10.1.2 to 10.2.4 and installed the DevSDK package
(which was in the applications folder).
i'm trying to launch some project files and i get the bouncing icon but then
everything goes back to the way it was.
i had previously run project builder on 10.1.2 no problem
any tips/thoughts?
