I honestly have no idea what happens under OS 9. As far as I know
those features are not user-configurable under OS X--I've never seen
them in the Energy Saver preferences. I don't know if they are still
happening at the lower levels, or not. Given the decrease in battery
life on X compared to 9, I suspect not.
Actually, they were implemented for 10.2. You can set Processor
Performance to Highest or Reduced (I presume on models, like
PowerBooks, that support this function), but I don't know of a setting
for CPU cycling. I mostly know of this because I filed the bug for it
=). If you want more information on what happens, you can read the
hardware developer documents on the various models.
