I honestly have no idea what happens under OS 9. As far as I know those features are not user-configurable under OS X--I've never seen them in the Energy Saver preferences. I don't know if they are still happening at the lower levels, or not. Given the decrease in battery life on X compared to 9, I suspect not.

Since so much of the system depends on this timing source (including the kernel scheduler), I would be really surprised if its rate ever changed. But feel free to prove me wrong!
