I think the shortened list though is worth considering for every

Mod Wheel
Foot Controller

AllSoundOff
ResetAllControllers
AllNotesOff
Pitch Bend (and its nice to have the RPN support for setting the
range for that as well)
After Touch
I'm not sure if this list could be considered "complete" for a minimal
controller list,
Hmm, how can a "minimal" list be "complete?" ;-)
Personally, the only things that, if missing, I find that make a synth
unusable are:
volume
sustain pedal
all notes off
These are important:
all sound off
reset all controllers
pan (but only if the synth is multitimbral)
The rest of the above are all highly desirable.
The others Bill mentioned are all nice extras in that they make the
synth more controllable in realtime (or in a sequence) without
resorting to editing parameters on the fly (the equivalent of MIDI
sys-ex), but I couldn't consider them essential. I'd just like to
suggest that softsynth makers produce MIDI implementation charts (and
the MMA does publish a standard format for them).
