As I wrote in my previous post, you are looking for an XML based patch name
specification that is not final yet.
You did confuse things by asking for something related to a .mid file. A
.mid file is a Standard Midi File and this other XMF format is indeed a
relatively new .mid file related spec.
But they are 2 different things.
