So... for 10.2 and earlier we would have to "roll-your-own" to get this functionality?

This is the HAL's job. In 10.2 and earlier, the HAL didn't save the
stream formats and some of the selector controls. In Panther, the HAL
saves/restores the settings for all the stream formats and all the
standard controls.
