That is correct (or at least the license fee is the right order of
magnitude). Metrowerks doesn't derive enough profit from Windows
development to justify PP/Windows as free (they do for embedded
development hosted on Windows, but that is a different can of worms).
As for switching to PowerPlant, I wouldn't consider it a good approach
at this point in time. Much of PowerPlant doesn't properly support Mac
OS X, and in fact I don't think it supports much more than CarbonLib
1.6 (so no HIView, no toolbars, etc - at least not without a lot of
work).
