Analysing (mettering) the sound level of Audio File

I'm interested in analysing an audio file behaviour. I would like to read, frame by frame, the sound levels (without playback).

I'm already using a sound converted that generates the output for the system output (playback), but I'm interested in sending the sound level of each frame to my analyser, instead of the system output.

What should be the proper way of doing this?
- Connecting the sound converter to my analyser, and
- getting each sound sample and get it's volume (energy) level.

I also need to know the time stamps of the frame I'm analysing.

Does someone has a project that includes something like this?
