What to start with?
Why does all the example code come completely without PBfiles,
Makefiles, and without a single line of documentation?

I think you are confusing two things.
First, there is the API that is published in the <AudioToolbox>
framework (AudioFile.h)
Second, there is some SDK code that uses that API to play files from
disk.
Not even kind of project can be guessed, since PBfiles are missing.
No they aren't. There is a PlayAudioFile SDK example code that uses
that code. Also, the 3DMixer SDK Example code uses that code as well
(and by "that code" I mean the code that is in the SDK in PublicUtility
that *uses* the Audio File API that is part of the AudioToolbox APIs

Can something be done about it, not just discussion, whether it's
hidden or not, whether is best or not?
