Since I did not get an answer perhaps my question was phrased
improperly so I will rephrase it.
Is it possible that using AMS the user can set up the transmit and
receive channels on an external device connected to a USB MIDI
interface and then when an application inquires about the receive
channels of that external device, CoreMIDI returns an error?
If it does, is this considered a bug? If not, why not? if yes, should I
file it on Radar?

This is what I don't understand. Is it possible that the user can set
up all the channels on the external device endpoint and still CoreMIDI
will return an error when the application tries to look at it?
