The Panther AudioFile API incorrectly reports your MP3's sample rate as
44100 and the Tiger one correctly reports it as 22050.
If you have the source PCM recording, you might try re-encoding it with
iTunes; the two bugs I found/remembered involved [a] MPEG 2.5 MP3's
(this doesn't appear to be one) and [b] ID3 tags at an unusual location
in the file.

The Actual format of the audio: 22kHz
The Reported format: 44kHz (via AudioFileGetProperty)
iTunes gets it right (reports the correct sample rate via get info),
but AudioFileGetProperty() gets it wrong. What am I missing?
The audio file is available here:

My debugger: (it says 44kHz) my program plays the file like it's the
Chipmunks.

iTunes: this says 22kHz, it's correct!
