The latency property has been around since at least Jaguar, if not before.
Many hosts are using this to calculate adjustments to make for synch
purposes between tracks as you would expect. I'd be quite surprised if this
is something that a host app can dynamically adapt too if it were changing
all the time - so I imagine the common usage of the property is to get its
value once and use that.
