I don't know if our DVD Player supports DTS audio tracks. I'd guess
that it doesn't, but you should check with a more authoritative source.
The process for doing it would be more or less as you outline it. I
would only add that you should only do this with devices that allow you
to turn mixing off so that you can use native mode. If you set the IO
buffer size to be the number of frames per packet, you then just dump
the raw data for each encoded packet into the output buffer.

For our DVD Player to send AC-3 data to your device, your device has to
say it can handle it by having your driver advertise at least one
available format whose format ID is kIOAudioStreamSampleFormatAC3.
