"Warning: Mac OS X MIDI Services not available"

Can anyone tell me what the likely cause of this message is?

The only thing unusual I did recently was upgrade an M-Audio Audiophile FireWire driver. Not sure if it's related but around that time I started getting this warning message when I launch Logic Pro 6 or Garage Band. No MIDI devices are available.

Audio/MIDI Setup no longer finds my USB MIDI devices which worked fine just a week or so ago (M-Audio Oxygen-8, Yamaha UX-16 cable).

The system is a single G4 running Mac OS 10.3.8.
