I'd be surprised if there were a specification. It's going to depend on how
busy the bus is and how fast the computer is and how busy the computer is
and which version of the operating system you're running and many other
variables.

Unless something interesting happened in Tiger, it's a class driver, which
means no "real" timestamps in the sense of being sent from the USB device to
the computer. The driver will fake timestamps when messages arrive.
What are you actually trying to do?
