QuickTime indeed does not create a timecode track when importing from
CAF files. If this is important to you please go to
bugreport.apple.com and tell us. Filing a bug report/feature request
requires ADC membership, but that's free. The more detail in your
request, the better. An example CAF file you made would be best.

Final Cut Pro uses QuickTime for all media import, and we always
access timecode through QuickTime.
When you open a CAF file in QT Player and Show Movie Properties, if
there is a timecode, then FCP will (should) pick it up. If there
is no timecode track, then QuickTime is likely not yet supporting
timecode for CAF files; perhaps someone from QT will comment on this.
