Oh no - how embarrassing. Yes, that is it exactly. I guess I thought I was programming the Spinal Tap MIDI device - "but my MIDI Velocity goes to 255!"

I think the velocity value should be between 0x01 - 0x7f to make a note ON (0x00 is equivalent to OFF) though I haven't tested your code. Try with 0x40.
