Data Source Confusion

I just have a few questions about data sources.

If I set the data source for a device, that seems to apply to the entire device, not on a per application basis. Is this correct? If so, that's unfortunate, but I understand why.

When I set the output data source on built-in audio on a Powermac G5 to Digital Out, audio is still played on the Line Out. Is this because I don't have a device hooked up to the Digital Out? Or is this always the case?
