Yes

Are Codecs a kind of AU?

They are a kind of component. I'm not certain if they fall under the pervue of Audio Units, but I don't think so.

Yes actually, and it has been shipping for a while now. Check out / Developer/Examples/CoreAudio/AudioCodecs/ for a starter project.
