Sounds like you need a dynamics processor called ducker. The ducker
will process the music track using a side chain input from the voice
track, by reducing the volume of the music when the voice is above a
certain threshold. I think there are few of those around (some of
them might not use the name ducker), but I'm not sure if either FCP
or Soundtrack supports side-chaining.
