This is behaving as intended. The HI folks deemed audio playback was a function that only the currently active console session can use. There is no way to override this behavior.

Can anyone point me at relevant documentation as to the mechanism and whether there are policy knobs to defeat it or modify the behaviour?

In particular, I have more than one sound card. I have two different users, each using their own sound card, but only one output is now active at a time.
