Any way this can be a User Preference?  ... or admin preference?
In NEXTSTEP, there are "Private Window Server" and "Private Sound Server"
preferences to balance the needs for security against the need for these
features.

I sense an official feature request via bugreport...

This is behaving as intended. The HI folks deemed audio playback was
a function that only the currently active console session can use.
There is no way to override this behavior.
