The HAL doesn't support SMPTE Time in it's time stamp handling. Rather, the live time code is meant to be available as an auxiliary data stream of format kAudioFormatTimeCode that is delivered in parallel with the audio data.

Unfortunately, to my knowledge, there are no devices that currently support streams of kAudioFormatTimeCode data.
