If the device doesn't have controls to turn channels on or off, then you can't - typically devices won't have these controls on a channel basis, but will provide something like the MOTU interfaces do, where you turn off bundles of channels (for instance, turn on/off the 8 channel digital I/Os)

Apps can (and do, particularly if they are using Apple's device i/o units) turn on/off streams as their requirements for processing channels are determined - this becomes an efficiency question for each app's workload.
