When a voice change is made in a MIDI track a channel number is

Does that effect the voice in other tracks that may be using the
same channel number?
yes
If so it would be logical to put voice changes in the conductor
track along with tempo changes.
there is an option in the music sequence from midi file call to put
all of the events of a single channel onto the same track.
If the channel numbers are not independent I will withdraw Bug ID#

Where is this made clear?
its a standard way that MIDI works. You should probably get familiar
with the basic tenets of MIDI (its organised into either system or
channel base messages).
