Which framework do I use: Carbon or Cocoa?

depends on which language you want to use. Want Objective C? use cocoa. want just C++? use carbon.

Does core audio work with both?

yes

Can I get the same UI results out of either one?

yes

Do the UI design tools in xcode work the same with either one?

pretty much yes.
