Simulating sound

Hi There,

I have a requirement wherein I have to simulate the sound of a whistle. To make it sound realistic , I should be able to vary the sound depending on the intensity of the input ( like blow of air in the real world).  The sound becomes shriller as the intensity goes on increasing. 
 One solution would be to pre-record sounds at various intensity levels and play them back based on the intensity of the input. But this is lot of work and the switching between one sound to another might also not be smooth. 

Can you please provide some inputs on the approach to this problem?
