I just checked my system (an up-to-date Intel powerbook) for available encoders and came up with this list:

Encode Formats available (13):
	0	MAC3
	1	MAC6
	2	QDM2
	3	Qclp
	4	aac
	5	aacl
	6	alac
	7	alaw
	8	ilbc
	9	ima4
	10	lpcm
	11	samr
	12	ulaw

I see mp4 but no mp3. Anyone know why?
Can I encode mp3s with only Core Audio?

No, Apple does not have a license for an MP3 encoder in CoreAudio.
