That article has to do with the [paid] developer certification that lets you install apps on actual *Ph*n*s, and submit them to the App Store. Tens of thousands of people who signed up for this on Day One (like me) didn't get accepted until yesterday. It's not the same thing as just downloading the free SDK, which anyone's been able to do the whole time.

The NDA is still in place for everyone. But people have been discussing *Ph*n* development in various non-Apple forums for months, since realistically, it's pretty impractical to develop an app for a brand new platform without asking anyone for help. :-P
