You can listen because HE-AAC contains a backwards compatible AAC LC
layer. You're actually listening to a relatively low-quality version of
the streams as compared to the output of a proper HE-AAC decoder.

Ah, OK. But then how is it that I can listen to "AAC Plus" streaming
audio in iTunes? Is there an AAC-HE decoder in QuickTime? (If so, is
there an encoder too?)
Is there any documentation of which codecs _are_ implemented, and which
support encoding as well as decoding (i.e. not MP3)?
