There are a couple of things here:

First - the general concept of IAC (Inter-Application Communication) is quite different on X than it was on older Mac systems. So I think the "legacy" is about pre-existing carbon API for doing general IAC stuff

Second - you'll need to point me to a specific article about the IAC MIDI Driver that says legacy - on a cursory examination I can't see any
