No that is incorrect and taht is not what I said:

You misunderstand - the system is set up to interpret the user's
gesture of plugging in the cable as a gesture to change the audio
destination (or source) in this case. That is by design and what you
are talking about is changing that, and what I am saying is that we
have no intention of doing that.
But yes, you are quite correct "the user can't plug in a pair of
headphones..." Yes, this is by design, not accident or oversight.

That's not entirely what Roger is talking about. Roger is
specifically calling out the fact that even the user can't plug in a
pair of headphones and then change the output back to Internal
Speakers.
