Here are a couple of applications that can slow down audio:
33 RPM Amazing Slow Downer AudioCodex AudioLobe Qmidi Transcribe
Disclaimer: I am the author of 33 RPM, so I've looked into these quite a bit.
Using the QTKit can easily change the speed/rate of a song, but it seems to work with more complicated effects, one will need to dig deeper into QuickTime or integrate CoreAudio into the program. From what I've seen, it appears most of the programs allow you to set the start/stop points and loop using keyboard shortcuts.

Loads QT content and allows you to set in/out points and loop over
the selection. Also slows it down without changing pitch. Other
than filesystem navigation etc., all important commands are done by
keyboard OR MIDI FOOTPEDAL.
There are a couple of shareware apps that slow down audio so you can
play along with it; I think one's called "The Amazing Slow-Downer"
or something like that. I don't know if they support looping and
keyboard control, though.
