I might have miss understood what the CAAudioFileFormats class was to
be used for.
I have a case where the user can choose from a list of available
encoders,
i then want to make a new list with writable AudioFileTypes that
support the selected encoder type,
and then let the user select the filetype, and then find the extension
for the selected filetype.
it look like all the functions are in the api, but i guess i have to
roll my own class for this
if it's not in any of the publicUtilities classes.

It depends on what your use case is. For this particular utility
class, originally written to support afconvert, it only wants to
infer if there is an unambiguous answer.
Is there an overview somewhere of what formats the files supports ?
You can use AudioFileGetGlobalInfo to find out what files types are
supported and what data formats those files support.
