Personally, I'm not a big fan of the notion of time signature, and I
wish they'd left it out of MIDI altogether instead of dragging it
along by its broken neck.
The metrical level of the "beat" in western music is essentially
arbitrary and I approve of MIDI's attempt to circumvent this; but If I
were designing something similar now I would go with a fixed
frames-per-second approach to timing and just insert events into the
stream to mark the positions of beats, groups of beats ("bars"),
groups of groups of beats ("phrases"), etc.
