You would need to measure the energy of you incoming signal and compare it to a threshold. Anything below that is just background noise.
If you want to go another step you could use an envelope filter to be able to adjust more precisely how the output reacts to the input.
Check your requirements.
Have a look online and read about noise gates.

Hi,

I don't know if converting recorded voice in PCM to MP3 or other compression CODECs (which Apple supports). Whether any of these CODECs support "silence" detection for compressed audio packets? Do you have any ideas on this?

You will have to measure background noise in order to detect packets
that don't contain voice because in practice you rarely get silence
when noone is talking...
