continuous processing of system audio

If I want to continuously process all audio played back on my system (e.g. apply some filtering), should I use an Audio Unit plugin? And if so, how do I get the Audio Unit to run without a host application? The idea would be to have a Preference Pane in System Preferences to turn on or off the filtering, and nothing else. Is there any sample code / documentation that talks about how to do this?
