Sample Rate Conversion using Audio Converter

I'm wanting to change the voice of the user by changing the pitch so either slowing down/making deeper the speech or speeding up/making higher. One way that I've read this can be done is through sample rate conversion or interpolation. From the Audio Converter Apple documentation is says that you can do sample rate conversion through an Audio Converter. 

I was wondering if this is the way to go about doing the effects I'm wanting to do or does you need to do conversion yourself in your callback methods?
