No unfortunately they don't.

The hosts marked with √ on the below list do in fact support Cocoa
UIs. Please feel free to add to this list if you think it is
incomplete.

The ones marked with ø still only support (or prefer) Carbon UIs. If
you have both a Cocoa and Carbon UI some of them will use Carbon (I
have no idea why someone would decide to use older technology if you
have both old and new available... <sigh>).

Some others (like Digital Performer 5 and Logic 7) only support Carbon
UIs and offer no support for Cocoa UI.

Even though some of these are older versions there are quite a few
people who still use them, and you can't force them to upgrade just to
use your plug ins (given the saturation of the market they will simply
use a product from another company instead).
