Resending this as my first reply did not go to the list.
The festival lite TTS library compiles in ios with little modification. (The older versions took more hacking to work, but the latest is quite clean.) You can find an obj-c wrapper for flite (plus some high quality voices not normally included in flute) on iOS at my website http:// cmang.org , though it hasn't been updated in a while. (Folks have sent patches to fix a wave header issue, I have been lazy. It still works fine.)
The good part is it's free.
