There are such file formats, but I don't know how useful they are for what you need. Check out OMF and AAF, two formats that state of the art DAWs are typically able to export

What you're describing is a hybrid of sound waveforms and sequencing, with multiple data types in a single file.  There have been such file types in the past, but they were usually custom-designed for one particular program and then adopted by one or two others.
