That was my belief until I saw this post ;-)
It appears that Xcode 4.1.1 is free for download from the App Store ... but it has a disappointing number of 1 star votes (31 votes) as compared to 14 5 star votes, and a handful of 2,3,4 star votes.
I admit that I gave up completely on Xcode when Apple apparently started charging for it, and as a mainly Java programmer I moved entirely to Netbeans and Eclipse - both of which are amazingly good IDEs that are also FREE.
However, I've re-registered as an Apple developer since that's free and I'll see how it goes, but I'm not prepared to pay a single penny to join any programs... (Tight wad!)
